So I based this off of the thread on RZR nation you posted earlier. Based on that, you still do need a Utah OHV sticker for off road, but since Utah has reciprocity with New Mexico for on road, street legal, A New Mexico street legal sticker should make you street legal in Utah. The New Mexico off road sticker was just for good measure.
That’s how I understand it based on that thread when I read it last.

I agree you will be legal if you have all the required safety devices. I think the only place we will be on roads that are not Paiute trails will be in Salinas to the hotel, and around Castle Dale.

Agree, being street legal is much less of a concern up north than it is down around the hustle and bustle of main street Moab.

Does someone have an opinion about the absolute necessity of being street legal on the Utah trip? I understand the Moab portion - if done - will most likely require being street legal; but what about the rest of the trip (Paiute)?

Even in years past, we didn't have a problem in Moab, but I read they are getting more strict down there lately. I think as long as your not acting like a fool, load exhaust, crazy music, etc. you'll be ok even in Moab. Up north, as Bob said, the majority of where we'll be is on the Paiute system so no real need for street legal. I did it mostly because I could, and it was cheap. I already had all the required hardware installed and the NM stickers were only about $50 if I remember correctly. It's one less thing to worry about in my opinion, and now if you guys all run off and leave me, I'll just get on the road and drive home!

I'm pretty sure we are. I'm riding out with my brother, and we are hoping we could stop by Moab on the way out. Marc (X3) and his wife Stephanie are also hoping to do Moab on the way out too. Nothing is set in stone. When were you thinking of doing Moab?

Hope this doesn't muck things up, but my brother (Brad), a friend some of you have ridden with (Marc) and I are leaning towards doing this trip with y'all. If it's too many adding us, we can change our plans and do a trip on our own. We'd be a 64" Yamaha YXZ (me and my brother) and a 72" Can Am X3 (Marc Taylor). I'll check out accommodations to see if there's still availability and report back. We might also add Moab. Thanks' guys for letting us join in!! Stephanie and I plan to join Nelson and Brad if they decide to go to Moab. Marc

I have made tracks of our daily rides and a guide on how to import them into Orux and overlay them on my map. You can highlight the tracks so they are very visible. I’m out on Utah. Too many trips and too much going on now.
Everyone enjoy! I’m jealous. I have Utah sticker on machine now for looks. Not a fan of green except cash. Lol.
