This was just posted on the AZPT FB page. Hope it melts fast and they don't get anymore.
"I called the ranger station. They said they have 18 to 24 of snow on the ground today Feb 1. So AZPT03 and part of AZPT02 probably impassable. Take A-01 E3 Alternative is lower than B-01 E2."
That's the first two segments out of Kingman.

Bob - We can take the 'Bypass "Winter Hualapai MTN Scenic alternate" - Kingman - Wikieup' trail. It is 51.6 miles. We definitely don't want to take the Hualapai Mountain trail if there is snow on the ground. I've attached the gpx track. I-40 into Kingman, AZ was completely shutdown. Watch this video. Coop is joining us for the AZPT trip. He will fly into Las Vegas and rent a car to Kingman, AZ. He is shipping his SxS just like Doc Best and myself.

I just talked to the Stanford Inn in Salome and they have some rooms for March 8. I sent Larry an email to tell Coop, Chris and Shana.
I don't have Mike's email or phone number, someone let him know.
The story for Sheffler's is that they have a new owner and he is renting to farm workers, in fact they have several moving out for one night so we can have rooms. She said they will probably not be a motel next year. The new owner is trying to buy the Stanford Inn also.

That basically says you ride at your own risk without a plate but make sure you carry insurance.

Three weeks from now Allen, Randy and myself will be on the road. We plan on stopping Sat night on the western side of New Mexico and arrive in Kingman on Sun around 2:00.
